Awesome suggestions, LikeSunshineDust! For some one without experience you did a nice job shopping with your sister. My one comment with that strap on is that it is pretty feminine, and if there is any condition under which he might want to use it on her, he's might be less likely to do so because of how it looks.
Your next question is why would he want to use it on her? Well, a strap on and harness can be used above his penis so that he can double penetrate her or if he is already spent he can strap on a dildo to finish the job for her.
I guess I should suggest an alternative harness if I am going to point this out, so I will say: link
