What's the best strap on for a first time use?
Probably not that one. While it was rated OK, it probably isn't really sturdy enough for good strapon use.
What I recommend is going slowly to make sure you like it and then, if you think you will, get good equipment from the get-go. What this means is starting out with basic anal play to make sure you both like it, then moving to a handheld silicone dildo, then finally getting a harness. That way, the most specific piece of equipment (the harness) is only bought when you know you like dildo play.

@ the OP that one doesn't look like a good pick as your first. I'd pick out a decent and sturdy looking harness (like the above link.) And a dildo sized to not intimidate the user.
