Chocolate milk without the pre-made, HFCS loaded chocolate syrup? Easy peasy. Here ya go!

Equal parts cocoa powder and honey (for one large glass, about 2 teaspoons-1 tablespoon each)
Splash of water (a teaspoon or two)
about 1/2 teaspoon vanilla

Put all together and stir with fork until smooth and combined. Put in glass, add milk and stir.

"Chocolate" milk made out of syrup is gross. That is not chocolate milk.
