I've made a flogger before. I got the instructions here and I made it with hello kitty duct tape so it was a lot of fun to make.

I welded an ornate spreader bar in a welding class I was taking. I told them I was going to hang art from it.

I tried a couple times to make a sleeve from several different materials, including bubble wrap, that foam rubber packing film, and a rubber cleaning glove. None of them worked very well, unfortunately.
I did notice that one of those elastic fishing pole cat toys can probably serve as an improvised crop or flogger, if you're willing to tolerate the bright colors. You could also probably improvise something with postal size rubber bands.

I've used a lathe to make all the handles on my home made floggers and whips (about 9 all up).
It's fun experimenting with different materials. I've got a shoelace whip and a Ethernet cable tassel flogger.
The tassel flogger was fun to make.
