What do you mean exactly by "less than ideal weather settings"?

I run into cloudy weather all the time at sunset and sunrise, and it pisses me off because I can't get what I'm looking for. In that case, I try to use the low light to my advantage and take long exposures of moving objects (e.g., streams, ocean waves, moving plants, etc.)

Wow. I remember a few years ago with all those big storms and most of Dekalb was flooded while I was trying to help my ex move into his dorm and I was out there in my old Cadillac that was a whopping foot off the ground lol.

A big tornado passed less than a mile from my house several years back. I was in the backyard at the time, but didn't see the tornado, because I was too busy trying to figure out why all my critters were so upset. I just thought I heard jets passing overhead.

dude, you should have seen one that nearly happened when my son was a baby, we got the tornado warning and were trying to rush my father in law in from the parking lot, he walked with a cane at that time and he was walking like it was a leisurely stroll not paying attention to the severity of the situation. We looked up and this HUGE cloud the size of our apt complex was rotating and the winds were picking up, we were freaking out. thankfully the funnel never formed fully.

Photoshop is the trendsetter there, but it costs a crapload of money. GIMP is a good free one that I'd recommend. Any photo processing program will have a cropping feature (heck, some cameras do).

Clouds, fog and other similar annoyances. For example, last time I attempted a sunrise shot, their was a strip of fog across the horizon:



It was very annoying (especially since I got up at some ungodly hour to drive to the beach). Was there anything I could have done, other than curse at the sea and sand?

Paint.Net (not to be confused with MS Paint) is really good, though it's not newbie friendly.

Holy crap that is an amazing tip Vac! I always used a small makeup mirror, compact sort of thing...but it can make over exposed light and it can look ummmm artificial(?)

Use a tripod and leave the shutter open for a long time. If you can't control your shutter speed, you'd be out of luck.
