When a safety feature says phthalates free has it been verified, because a lot of these materials are still a jelly material?

The donut that is included with this pump is made from TPE material which is a phthalate free material. TPE has the apperance of a jelly material but in fact is not made of PVC like most jelly items are. Yes, we do make sure if a product has or does not have phthtalates in it before we label the packaging.
