This powder lubricant is not "lubricant" in the sense you might think. It has two uses. 1. Can be used to lubricate the inside of the vaculock cavity to make it easier to put your vaculock attachment on and off. 2. After washing UR3 items can become a little tacky. The powder will renew them that soft and powdery feel they had before washing.

I'm pretty sure it's mostly talcum powder and corn starch, you could try a homemade recipe for a lower price.

so if it has corn starch in it, can it aggravate a latex allery? I heard somewhere that there is some sort of link between the two...

There is however a product that you might have heard of "J-Lube" is a powder lubricant concentrate marketed for Veterinarian Use Only. It is however sort of popular in parts of the gay community.

It is a concentrated powder that dissolves easily (not really easily) in water and is a very effective obstetrical lubricant. J-LUBE® is completely inert and non-irritating. 10 oz. plastic bottle with shaker top makes 6–8 gallons of lubricant
