What did you intentionally produce the pecker cookie cutter to cut? Cookie batter? Cake batter? Pancakes? Eggs? Rice Crispies? Meatloaf? What do you feel it's best used for?
They look like they're plastic, so probably they wouldn't work for anything that you'd need to cook the batter in (some ways of doing cakes, pancakes, eggs). A stiff dough that you can roll out and cut should be OK (biscuit, rolled cookie) or something pre-cooked.

yeah prolly just cookies since they're seemingly plastic.
You don't have to use a cutter. My friend and I use our own creative talent to cut cookies by hand for a variety of shapes and sizes. Fun activity for a party or to do for a party. If you do it for sugar cookies you can get creative too using coconut, chocolate shavings, etc to decorate.
I've used this kind of cutters (but in neutral shapes like hearts, stars, flowers) for cutting batter for biscuits that were then baked and hung on a x-mass tree. Wonder how my family would react if I had those cutters
