I am about to place an order for $51 and the only way it will let me do free shipping is through the Surepost. Is that the only way it is offered now?

I placed two orders (one yesterday, one today) that qualified for free shipping by Surepost ($25+), but strangely, one has a UPS tracking number, and the other has a USPS tracking number.
