I submitted a request back in August of 2012 and it still says "waiting for reply." How long do I have to wait?

The submission date shown is always the date you first applied, not the date for the current submissions. If you currently show a submitted status, then you've applied for the next round. As explained in this thread, the next rotation will be around the end of April, when you'll either be accepted or declined for the next round.
