I have yet to really comment for sure on most men, but for the majority of them that I have been with love it. I've given head to 5 males after I have had my tongue ring done ( I have a double in =O ) and they all said that they liked it better when I had it in rather than when I took it out.
I made them tell me since I wanted to know on a personal level if it made any difference.
As for kissing, it feels different now with the ring in but I cannot comment on what others think since I have never asked.

It makes a huge difference if the person who has the piercing knows how to use it My fiance and I both have our tongues pierced and I love feeling the ring when he gives me oral. As for if men like it more, I would have to say yes. I took my tongue ring out to see if there was a "difference" and my fiance could tell it was not in. If your going to get any piercing in my opinion though, do it because you want it. Not because it might increase the sensation from giving/receiving oral.
