Halloween is about being whatever you want for a night. I definitely think they don't need to be related to halloween at all!

I'd say they can be whatever, it's the one night a year when you can dress as wacky as you like with next to no repercussions (unless you choose an offensive costume I suppose).

People can dress however but I admire scary costumes more than random ones since costume parties don't have to be restricted to Halloween.
