Depends on the person, and also depends on how clean it is. But I'd take messy and clean over neat and greasy/dirty any day!

I believe it is always too late to make a first impression. I want to look neat and someone who doesn't immediately tells me something about themselves. True or not, that is human nature.

Dirty/greasy would NOT be considered "neat" by me. It would be worse then "disheveled", which IS a "designer look" to some.

well it depends on the person and the situation.... like my hair, i prefer it cut about shoulder length and dried straight... my Mister prefers long wild hair.... guess who won LOL my hair is about half way down my back and now has a mind of its own, but i'm usually able to pull that look off... i've seen others that should never try that look tho some people just look unkempt and nasty that way

Eh, it depends. I probably like messy more on the whole, but only if it's a controlled/styled messy, not an actual "I just don't care" messy.

As long as it's clean and brushed, I think I might actually prefer slightly "messy" over "neat" most days.
I know my hair is wavy, thick, long, and looks messy-ish a minute after it's brushed even...so for me it's an unwinnable battle anyway unless I use a styling product (which I generally don't like to do unless it's a necessity, like if I were going on a date or an interview). xD
