Depends. I'll take a good sounding set of earbuds if I need to be aware of my surroundings, but for dedicated listening definitely headphones.

Earbuds are annoying and hurt so if I have to use something to minimize noise for those around me then I go for headphones.

Between my small ears and my tragus piercings, earbuds suck to use so I'll always pick headphones if I can.

good earbuds > good headphones > bad headphones > bad earbuds.

Bad earbuds are the worst thing ever, but good earbuds that fit properly are so much nicer than having to carry around huge headphones when I'm walking from place to place.

Maybe I've just never had a good pair of earbuds, but the ones I've tried make me want to rip them off within a couple of minutes. I'll stick with my over the head, look like a DJ nerd headphones anyday.

I prefer the earphones that clip over your ears, rather than the headphones attached to a headband. Soft ear buds aren't too bad, but the hard ones don't stay in unless you jam them in to the point of pain. I've got fairly sensitive hearing, as well, and having the sound blasting right at my eardrums doesn't feel so good, so I'll go with earphones every time, given a choice.

I found an amazing set of SOUND CANCELLING ear buds (off EBAY, in fact), but like ALL ear buds, I don't find them comfortable for long. Sensitive inner ear.
