I think it depends on the girl too. Some girls have the attitude to pull off the look without it being creepy no matter what they are wearing. I think pigtails can be really sexy.

I think pigtails look great in casual outfits i.e; tshirt, jeans, and comfy shoes. Some women can pull it off and still look very sexy and not girlish.
