I wish there was an "Other" or "Both" option because it depends. If that's the main event, then it's sex. If it's warming up to something else, then it's foreplay.

Oral (either giving or receiving) usually gets me in the mood for sex and leads to penetrative intercourse. Occasionally oral happens in the middle (which I find totally hot) or in between positions. Probably would say it is mostly used for foreplay, however sometimes we're completely satisfied with only oral. I guess it depends on the context is happens in.
I don't think I care to be honest, depends on the context it happens in. After examining my own oral sex life, I fail to see why having a distinction matters.

It's usually foreplay for us. I've given fellatio to orgasm before, but it's a rarity as we both usually want to fuck each other. It's always foreplay when receiving as I can't reach orgasm from it.

It honestly could go either way, depending on the situation. If w have sex after oral, then it is foreplay. However, sometimes I (female) just perform oral on my fiance (male) so in that case I would consider it sex.
