I had to think about this really hard and then realized Ursula is at least most plainly the kinkiest, we just don't realize it because she's not an attractive human.

I would have to say Ursula, only because of all those arms/tentacles, she could technically do several things to you/with you at once. Haven't we all wished someone had more hands before?
If we are going to stick with fully human characters though, I'd have to say Jafar, he just oozes villainous sexuality.
