I have to say, that my pick for the Kinkiest Disney Villain would be Judge Claude Frollo from the Hunchback of Notre Dame.

I have to say, that my pick for the Kinkiest Disney Villain would be Judge Claude Frollo from the Hunchback of Notre Dame.
Here's my reasons, lol:
He had the whole Palace of Justice place, where tons of people were being tortured and all. And gives advice to a guy who is whipping a prisoner to, "Wait between lashes, otherwise the older sting will dull him to the new.". And while talking to Captain Phoebus about how his last captain of the guard disappointed him, the prisoner gets whipped again and the prisoner (presumably the old captain of the guard) cries out and Frollo gets like a creepy, happy grin on his face and says, "No matter, I'm sure you'll *whip* my men into shape."
While Esmeralda initially claims sanctuary in the Notre Dame Cathedral, he grabs her and starts like twisting her arm behind her and smelling her hair (like the creepy people do) and when she asks him what he's doing, he says, "I'm just imagining a rope around that beautiful neck". She then says that she knows what he's imagining (pretty much some dirty thoughts, lol) and he *kinda* admits it, but blames it on her, "What a clever witch, so typical of your kind, to twist the truth, to cloud the mind with unholy thoughts..."
In the song/scene, "Hellfire*", he sings about how he has "the hots" for Esmeralda (get it? The hots? And, like, there's fire?.... /facepalm, I'm so corny, lol) is really obsessed with her, and envisions her dancing in the flames/smoke seductively and all that jazz. Later after she's captured, he makes her choose between either him, or being burnt at the stake.
(*Quick fun fact about the Hellfire part of the movie: Did you all know that after that scene was drawn and completed, they went through that scene, frame by frame, to make *absolutely sure* that Esmeralda's fiery and smokey form was clothed at all times? Since the whole bit about him being obsessed with her and pretty much wanting to rape her was controversial enough for a Disney film, they wanted to be extra positive that she was clothed)
Yeah, if you couldn't tell, The Hunchback of Notre Dame was one of my favorite Disney movies growing up and actually still is, lol
