I've never really joined a community meet up group and I'm not sure what to expect. Do people actually become friends or do people just attend events and become associates more than friends?

Just like any other activity. Even EF. It depends on the people and how much in common you have with another member(s). Sometimes you get a group that has many people you click with and other times, you just have the group meetings in common. It is worth the chance though, you never know.....
