So i was just woindering for the 30% buyout price when i added a product i'm dieing to do a review on that it wouldn't take 30% off of the clearance price but the original is this supposed to happen?

You can not combine discounts on Eden (nor most places that I know). So if an item is on clearance or sale - it will not take 30% off of that price for a buyout review.
