I have been trying to get an assignment for the last couple of weeks and I've selected items that either have 1 or 2 reviews or none at all for a free assignment and I'm given the red message on top of the assignment page that Free Assignments are not given for products with 3 or more reviews or to pending assignments.

I don't have any pending assignments and my last two requests have been cancelled by the administrator. The items I'm choosing have also been within my price range for my rating.

Anyone have any ideas?

Some of the assignments that say that tend to have people pending on accepting them. Even if it has zero reviews on it, there may be people who simply haven't written the review yet, or that the assignment is waiting to be accepted. As for being denied, it does happen. I've gotten denied for assignments several times. Usually there are people ahead of you who have already requested the item, and the assignment may have gone to them instead. Also lingerie I believe can only have 1 review per item still, unless it has changed. Hope this helps! :]

The pending assignments is in relation to pending assignments for the product you are requesting.

My best advice is to just be patient. I request stuff all the time and a lot of it is either already assigned or I get declined to do the review. You will eventually get one, it just takes patience. Hang in there!
