I've heard that at a certain rank, you no longer have to submit reviews to an editor, but can just go ahead and publish them. Where is that magical cut-off? Just curious.

I believe you can auto-publish at a rank of 5.5.

That is correct, at 5.5 you can auto-publish. It was pretty nice to hit that level, not that I minded being edited.
