so this is rated 10 out of 10, a body safe food grade silicone, and yet it is marked on the box, "for external use only". why? and what good is a dildo that can't go inside?

It is a generic disclaimer. Some toys say for novelty use only also because these are not officially medically endorsed.

General warning. It does look like a lot of work to clean with all the ridges.

It's a disclaimer used by a lot of sex toy companies, even high-end ones, to help protect themselves since sex toys aren't regulated or inspected by any health officials, and to allow them to sell them in places where they'd otherwise be illegal (a lot of places still have old-fashioned obscenity laws saying "toys are bad m'kay").

This. It's basically just legal-ese and liability-avoiding language. Provided that the toy is made of medical grade silicon like you say, it should be perfectly safe for insertion.

It's a CYA (cover your ass) disclaimer that sex toys companies use in case people do something stupid with a sex toy, or otherwise misuse the toy and hurt themselves.

If you will be the only one using it, there is no reason to use a condom on a silicone toy.

Counterpoint- There is a reason to use a condom on a silicone toy. Wiping lube off of a toy is easier than wiping some bodily excretions off.

I wash my toys after use, and even if one uses a condom, the toy still needs to be washed just for sanitary reasons. I prefer silicone to condom material. I'm allergic to latex, and polyisproine or other non-latex condoms are expensive.

I don't quite understand using condoms with silicone toys, unless one is planning to share in the same sex session or go from anus to vagina or mouth. Condoms are expensive and silicone is safer for your body than latex anyway.
