Looks like both, but I guess women would use it most considering most men don't need a strap on.

Either could use it (the short end usually works well as a handle), but there are a few things to keep in mind. It looks like it wouldn't work well if you were trying to hold the "bulb" end anally, and most people still need a harness if they want to penetrate their partner anally.
