You absolutely should be able to. They are made of nylon and polyester which are both strong materials. I'm sure they would look very cute that way

I've been able to. You'll want to make sure that your garter can hold up to it because these are a bit on the thick side and some garters are going to just let go after a while, but there's no reason why they wouldn't work.

They are easier to use with clip-on garters (if you can find them) than the slidy kind. The fabric is a bit thick, and tricky to attach that way.
