I experienced nothing other than a large, soft penis when using a cock-ring to keep the blood in afer removing it from the pump. In my opinion they are useless devices. And when too much suction is used, it can temporarily damage the shallow blood vessels leading to bruising on the penis (not attractive and a bit painfull).
