I want to buy a friend of mine a gift vibe, and she says she doesn't want anything insertable. She has a pretty stressful life, so she definitely needs this. The vibrator should be rechargable and quiet, and easy to hide (her twin little sisters like to come in her room often). Preferably, I'd like it to be waterproof.

I've looked at several already, including the Zini Seed and the Yooo by Fun Factory. The LELO Mia came close, but once I saw how loud it was, I immediately threw that idea out the window.

Do any of y'all have a recommendation?

Nea or Lily are good options too, although not waterproof. I've got the Nea and I can attest that it's pretty quiet. MiMi seems to also be a popular choice and is waterproof.

The Zini seed or Zini ran are supposed to be some of the best vibes for your clit. I would give these a good look-see. The Zini ran can be inserted, but it is amazing for the clitoris. So if you think about it, you can get it for clitoral use, but if one day she wants to experiment internally, she can do that as well.

That's a good idea, but I don't think I should get her one that's intended to be inserted. I just don't want anyone to immediately know what it is once he sees it; plus, my friend is a virgin and uncomfortable with the idea of insertable vibes (at the moment).

The Zini Seed is still a good contender, but the Bcurious has similar features and is less money. I know I said price isn't an issue, so I won't rule the Zini Seed out because of that. I do love the colors of all the Zini toys. If the Seed came in green, I'd get it -- no question (her favorite color). XD

I realize I could do that, but I want to get her a nice, quality vibrator that won't cause her complications. Batteries are expensive, and I doubt she would buy them to use a bullet. She has a very strict budget.

I think you'd find the Zini Seed is a far better choice than the Bcurious. I have seen a lot of people say the Bcurious is weak.

Lelo Mia is low in price but is a great little discreet clit vibe that has power and different patterns.
I have Lelo Alia too, but I recommend Mia over Alia.

I also like my Legamento, but ya need to fuss around with batteries and a Lelo is definitely the better choice due to the high quality and long warranty!

I know you said you wanted a rechargeable vibe for her, but I wanted to suggest the Jimmyjane Little Chroma. I absolutely love mine.

My all-time favorite non-insertion toy is my Je Joue Sasi! You can play with different speeds, motions and vibrations.

It isn't conspicuously a sex toy, is rechargeable, very quiet and comes in beautiful packaging. It also comes with a supple draw-string bag, just in case she wants to tuck it in a sock drawer. It's even easy to clean and made with soft, safe silicone.

It's a beautiful and versatile toy that I don't think will be intimidating or conspicuous. With all of it's options it is easy to have a quick, 5 minute release or a long build-up to ecstasy.
