Of course, when it comes to smaller toys, like bullets and butt plugs, looking at the material is important. One of the less expensive all silicone butt plugs (The Plug of Lust by Orion) is my favorite and it is not expensive at all. But, when it comes to toys with a power supply or glass, I think one needs to keep quality in mind. I'm willing to have fewer toys, and those of better quality when it comes to power. (And, if I bought glass, I'd keep quality in mind, more than anything.)
Particularly when it comes to glass, in which quality of workmanship is important AND safe, I'd certainly pay more for a glass toy than less. (My Man doesn't let me get glass toys at all, he's doesn't want them to break inside me, and nothing I say can change his mind) but I know from what other posters who use them and know them well have said, the cheaper ones are cheaper for a reason and that's lack of quality.)
Materials like Jelly or old fashioned hot melt Vinyl are very inexpensive, but then you have to deal with less safe materials, pthalates and plastic softeners, bad smells, porosity and other things you avoid with toys of better quality.
My guess is if you want a glass toy of quality, you're most likely going to have to pay more than $5.00.
