I don't think I understand either. There's lots of things that could cause sexual disabilities I should think stress and inability to orgasm would be included but definitely not limited to them.

perhaps you are thinking more along the lines of sexual dysfunction as opposed to persons with disabilities. If the issue is emotional/psychiatric that is something that you could seek help for. If it is a medical related performance issue, again medical help is available.

Would you like to elaborate on where this question came from so that someone might be able to be of more help?

Anything that is significant enough a hinderance to your being able to enjoy yourself and pleasure your partner. That can be a whole WIDE range of things, depending on who you are and what you expect to be able to do.

Regardless of what you cannot do, there are likely many things you can!

I second that. If you can still have sex then it's not a dysfunction. Some women have trouble reaching orgasm but it's not the same thing as not being able to get an erection. Some women have abnormally tight vaginal wall muscles that prevent penetration. I would think that would be considered a true dysfunction along with ED.

Emotional and psychiatric issues can be disabilities, too, though.

But not things like "stress".

Stress and unable to orgasm are both not sexual disabilities, those are all normal at times.
