The ones I've used tied somewhere so they really were one size fits all. I've had the candy panties and gummy panties and both tied so that they would easily fit most people.
I have visions of the elastic breaking and candy flying all over the place! Sadly, I think the reason is it's assumed that small and medium sized women are the only ones who have sex.
They are one size fits most because the candies are strung onto elastic bands. I wear a lingerie size XL and it fits me just fine. At the same time my sister buys these all the time and she wears a womens small.
