In my mind, it turns into an orgy when you have at least five people having sex simultaneously (though not necessarily with everyone in a big pile interacting together). So, yes.
There are good orgies and bad orgies. The best ones aren't forced or even planned all that much. You just get sexy people together in a clothing optional environment, provide some social lubrication, and see what happens.
