Frottage is just a fancy word for dry humping.

I would just tell them to get comfortable with each other's bodies. Figuring out what each other likes can be just as intimate of an experience, if not more, than traditional sex.

It really depends on what the consider to be sex vs. intimacy.
For example, to me, oral sex, is sexual intercourse.

It'll depend a lot on what they consider is sex though. Oral sex, for some, is considered as semi-intercourse and for others, it's not. If they don't know for sure that they've agreed on the definition, that might be a place to start.

But yes, mutual masturbation, heavy petting, etc...they're all "intimate acts." Maybe it would be a good idea to figure out why he may be uncomfortable with her using a toy and go from there too. If he's worried about, ahem, comparisons, there are still plenty of toys that can circumvent that. =]
