From our experience a straight up vibe is a good place to start. Although you'll likely start with clitoral orgasms - if you get a toy that's insertable, you can also experiment with it as a dildo by simply turning off the vibes.

We got our first dual-stimulator when my wife said her orgasms are stronger when she has something to clench onto vaginally while having a clitoral orgasm.

After that we began to experiment with a separate dildo and vibe combination - which is what we do now. It works best for partner play - but I'm sure women can do it solo as well.

By using a separate dildo and vibe - you can combine your favorites, unlike a rabbit style where neither are optimized.

If I could only pick one, it'd be a dildo. My hand and clit get along nicely, and while I like internal vibrators, I'm finding I like non-vibrating dildos a bit more. Often, though, I use one toy internally and another on my clit.

Have you masturbated on your own or fooled around? Do you usually orgasm from clitoral, vaginal stimulation or a combination? I would suggest you base your decision off that. If you really haven't experimented much I'd say go with the vibrator or dual action to figure it out, especially since statistically most women orgasm from clitoral stimulation or a combination of the two. I myself prefer dildos, but that's because I primarily orgasm from vaginal stimulation.

Hah, I'm using the same logic, but in the opposite way: I'd choose a vibe because I can always shove some fingers or something in my vag, but I can't replicate vibrations with my fingers/a mouth/etc. Interesting!
