I believe this to be because there is no elastic-type material that is pressing against the penis. Stretchy cock rings press tightly against the blood vessels in the penis which is why it works better (but is also why it is not as safe for long-time wear). Because the cock strap would not press as much against the blood vessels, it will not be as effective in helping a man to keep an erection.
