How does one begin to review such a prop so quintessential to kinky sex? They’re raw and mean, just like good kinky sex should be! They’ve also become so mainstream that you don’t have to feel like a pervert when you buy them. Not that there’s anything wrong with being a pervert.
The first thing you have to remember about handcuffs is that they were not designed to be comfortable. If you want comfortable handcuffs, get the fur-lined ones. These are going to bite at your wrists and generally make you uncomfortable, but that’s sort of the draw to them as well.
I think what I love about handcuffs is how simple they are. You can buy all kinds of complicated bondage gear, and it has its place, don’t get me wrong, but sometimes you want to get back to basics and just restrain someone while you do evil things to them (or be restrained while someone does evil things to you). And despite their clear purpose, they really can be quite versatile: handcuff your partner to something (i.e. bedpost), handcuff partner’s hands behind their back, put partner’s ankles up by their ears and handcuff hands in front to hold legs in place, and so on. I think you get the idea.
One downside to these particular handcuffs is that because they’re on the cheap side, you can run into snafus like difficulty getting them off or not fitting properly. If you really like handcuffs, I would suggest getting a nicer pair, but these are fine if you just like to have a pair in your repertoire.
Because these are metal and potentially more difficult to get out of if you run into trouble, it’s a good idea to keep the keys somewhere handy and take general safety precautions. Use your head. Ok?

I was reading reviews and they seem to be at both ends of the spectrum. I love the price and simplicity of these, but are they painful?

I think it's mostly going to depend on your pain tolerance. Metal cuffs have the potential to be very painful, and some people enjoy that while others prefer something that hurts less.
