I really found as time went on, this toy kept getting worse. The vibrations totally lost their power. The quality always hadn't been the greatest, so it's expected for it to not stay the same.

KristenQuestion is for anybody who has used this toy before.... what would you rate the noise level at? I am looking to buy my first vibrator and I really don't think the noise factor would be a very big turn on the entire time. lol -

I can't quite answer your question about that specific toy, but I can give you some recommendations I know are extremely quiet.
All of the insertable Fun Factory vibrators are quiet and are perfect if you don't like noise or you have a privacy concern. You can find the Generation 2 vibes by them on EF as well as the new vibes with the added booster button. However, they will cost you more, but they are 100% silicone and their motors are really built to last.

I also can't offer a specific experience with that toy...but one thing to consider is that it uses C-batteries...big freaking batteries that tend to make a fair bit of noise. We have one c-battery toy and while the strong vibes are something my partner loves it definitely makes it's fair share of noise. You can definitely check out noise reviews from the site as Saraid suggests...but if sound is your main concern stick to something with AAA batteries or a minivibe (which uses watch batteries) and you should have absolutely no problem. For what it's worth most AA's aren't going to be noisy to the point of distraction (at least not in my experience). More powerful toys take a little more getting used to.
