You have a battery pack/controller that is wired to the bullet and the jelly skin that is molded to look like a tongue and lips. The vibrator is controlled via the handheld battery pack and dial. This toy is thankfully fairly conservative with the two AA batteries that it uses.
First, I think the description is actually a bit misleading. The description says "..You can set it to simulate licking and flicking on the control dial..". The tongue does not actually flick or lick on it's own. This would have to be done manually. Also, because of the thickness, and stiffness of the jelly material and the length of the lips and tongue, very few vibrations make it to the tip of the tongue nor provide any noticeable stimulation. Not to mention cleaning is a bit of a hassle. It can be difficult to clean at the base of the tongue inside of the jelly pseudo-mouth. The lips are fairly stiff and hard to move around to clean the toy thoroughly.
Using this toy with the provided tongue and lips skin just honestly feels downright awkward. Even when desperately flicking this clumsy jelly tongue against my clit, it just nothing for me. All you feel is that jelly tongue. No vibrations to speak of. I suppose this could be good for a warm up or foreplay with a significant other, or just for teasing.
The toy becomes a bit more interesting once you remove the jelly skin and use the egg/bullet vibrator by it's self. However, it's vibrations are lacking for me. This may be in part because I tend to prefer a stronger clitoral vibration to get off. This may be perfect for someone who likes to take their time building up to an orgasm, it's just not for me.

i haven´t try but ,, i think this can have a bad odor depends if you don´t clean the toy,, if you maintain your toys clean ,, none should not smell bad ,, but i think this something you should ask the people who make the toy,, may be you be lucky and somebody else has this toy ,, i don´t think the material,, smell bad
i have toys of many kind of materials and they don´t smell bad because i always use a soap that smells like apples cinnamint, honey or something ,, i am also a clean girl,, so if you´re one too,, they should not smell bad

I think the smell depends on the cleaning. Unless you're talking about the actual materials used to make the product. That might explain why it's so low in price.

Welcome, you should use the extended template to cover more useful information to provide in a review, like how to take care of the material, what do you use to wash it, and what steps to take if you want to share your toy. Speak about the vibration pattern(s). Is the control difficult to wash if you handle it with lubed fingers? Could you suggest other uses, like if it feels good to stimulate the nipples?
