Could someone explain the weekly rumble for me I have a specific question read inside

Are we voting for the ones that made it onto the nominations for last week? I see all these people giving nominations and there's already a list to vote for. I thought it would be unfair if we were voting for the ones that were already up there and then more people were getting added to the list from the nominations. Am I seeing this wrong? I want it to be fair for all involved and didn't know if I needed to vote later on in the week once more were added to the list. I'll appreciate any help clarifying for me.
