I was taught that there really is not 'safe' day/week. There are times when you are less fertile but none where there is a 100% guarantee.

The fertility has to do with ovulation has nothing to do with if your bleeding on your period or not.

I thin what you're referring to (as others have mentioned) is the method of pulling out before orgasm during certain times in your cycle, and some times (non-ovulation) this is more effective than others.
