I think the look and feel of men's genitals are very arousing. My husband's balls are perfect for me because they really are not too big or too small, although they could stand to be a tad less hairy. We've started lightly trimming the hair there as well as the other pubic hair mainly because it means fewer hairs in my mouth. Just like me shaving means fewer hairs in his mouth.

I don't really think about them and love them just the way they are. They are I would guess proportional, but my scrotum tends to be rather long. It is not uncommon for my testicles to be 6 (or more) inches below the base of my penis. This is occasionally a little awkward with certain types of jeans or shorts.
