Well, I just celebrated mine's 25th, I bought him a present in advance, and took him out to his favorite restaurant for dinner. Not sure what your budget is, but a dinner at a favorite restaurant and something you know he's been eyeing for a long time is always a great idea! And even better is that you can combine Labor Day with his birthday, maybe throw together a party? If you have a low budget (and he likes parties of course, I know mine doesn't so we didn't do one!) you can always buy decorations you can afford and have each guest bring something, either drinks, food, etc., and contribute!

For my boyfriend's last birthday, he went off with friends so I made him a "care" package.

Make it an "all-about-him" day. Make up an agenda, and tell him he gets to choose the order of things done, what he wants for those specific activities, etc.
So for example:
Movie
Dinner and wine
Massage
etc etc
he gets to pick the movie (no complaining if you dont like it), he gets to pick what YOU are going to make him, he gets to choose what you massage on his body (sexual or not).. Make him feel like a king!
