So I have a review in my Tasks that the user has copied and pasted the Personal Comments section into the Experience Section... wondering what the right protocol is... publish? send back? transfer to admin?

You shouldn't publish a review with duplicated sections. You can either send it back for revision, with a note of what needs to be fixed, or you can send it to admin and let me know that you've done so
