Why is it that lingerie that only comes in larger sizes, such as the red rosebud split crotch panty, are modeled by tiny ladies?

Possibly because it does also come in smaller sizes that we aren't carrying yet and this is the photo that the lingerie company has deemed to be a representation of this piece. Or because the lingerie company is going by the ridiculously skewed thought that plus size models should be a size 10 at the most. There are a whole host of possibilities.

If you check out Fantasy Lingerie's site, they offer those in "one size fits most" too, which I'd guess are the ones being modeled.
I think we get kind of spoiled by awesome companies like Coquette and DreamGirl that are helpful enough to supply 2 different photos for post items. Think about regular clothing- flipping through the pages of any fashion catalog or website, you almost never see two different photos for the straight and plus sized versions of an item.
