If you let it soak in on you briefly before coming into contact with your partner and before moving onto sex, it shouldn't. Otherwise, it may numb your partner too. But you have to let it soak in first. Another trick is to use a condom over your penis when using a desensitizing cream.
In my experience and knowledge, most desensitizing creams really don't work. Why not try doing sensate focus exercises, practice getting to the edge, having him stop, and then start again, or use a condom.

It does kill all the sensation for the woman, and if she is an experienced woman who really enjoys a man inside her, she will notice the difference immediately. Do this a couple of times to her, and you won't be her favorite source of fun any more! Been there - done that!
