I figured out the problem.

The stuff works but for some reason the metal plates inside that help transmit the electricity from the bottom cap to through toy aren't connecting with another part on the toy even though i screwed on the cap perfectly

T_T i'm a horny 19 year old not a mechanic!

I've had the toy at least a month or so and I wouldn't really be comfortable sending it back because if anything happens and the package opens or something and someone sees it, it would be extremely embarassing.

Ow ow ow ok before anyone suggests or tried this, putting aluminum foil on the end of the toy just overheats the metal and burns your fingers.
