I've never been with a guy with a tongue ring, but my husband says that he can tell the tongue ring is there, but not necessarily that it makes a *huge* difference.

I was with one guy who had a tongue ring. I definitely noticed it when he was kissing me, but barely noticed it all when he was sucking me. But it could have just been his technique.

I've never done anything with anyone who had a tongue ring, so I can't say whether or not there would really be anything felt. I've personally had a tongue ring before, though I can't remember if my boyfriend at the time felt anything from it before I took it out...
