Looking for a Buy Out Assignment but all are out of stock!

Almost every product in the first 3 or 4 pages when I do a product search for a buy out assignment are out of stock, it appears.

Some are not showing as out of stock in their product profiles but when I try to make them a buy out assignment, it says

Notice: Waiting period is about a month

What's going on?

Any ideas, anyone?
