On the first page there should be two little boxes - one for gift card and one for promo codes. Enter the point gift card number in the box. It's just located a bit different than where it normally is.

You create a gift card as you normally would. The gift cart is a bit different and the gift card box is in a different place. It's off to the right hand side near the continue button.

Oh how I wish I could. My hands are tied. I can't see the issue on my end and my dev team is gone for the evening. However, if it continues I can look into it in the morning and find out what the problem may be.
