Not that much... I suppose if I could wear it in more than one location/place around the year, I might spend a bit more. I don't really have much money to spend on costumes these days, though!

Less than $100. I prefer to make my costumes myself, so a DIY costume shouldn't cost too much.

Depends on the cost of the materials, if it's that big of a competition a costume you make yourself might stand out among the store bought ones a little more.
I'd say no more than $100 though, unless you don't have a sewing machine already.
