I prefer dim lighiting or candle light.
We almost always light candles when we have sex at my boyfriend's. I hate not being able to see what I'm doing, but his room has horrible fluorescent lighting that's really bright and unflattering and definitely doesn't help set the mood.
My room has a chandelier with a dimmer switch, so when we're here we usually dim the lights a little, and sometimes add candles as well.

On! I like seeing everything clearly. We've only done it a handful of times with the light off, and that was only because he woke me up for sex and the light was already off.

I prefer the lights on, because that means that I get to see him, and he is definitely worth watching. I think direct daylight is best, worth waking up for.

Eye contact is important for us so we always have some form of low lighting. Dim lights or candles are essential.
